Yes by nationality, but a document you may already hold can remove the requirement. Jordan appears on Mexico’s published list of countries whose nationals need a visa. The document that solves this route is usually not Mexican. The exemption attaches to a United States visa or to permanent residence in one of five places, so two Jordanian travellers on the same flight can face completely different processes, and the one with a US visa in their passport may need to do nothing at all.
The exemption is about what you hold, not where you are flying from. Travelling to Mexico directly from Amman with a valid US visa still engages it, because the condition is the document rather than the routing.
Confirm the exemption with the consulate that serves you before relying on it, particularly on the detail of which US visa categories and which residence documents count. Airlines apply these rules at check-in, and a boarding refusal is a practical problem long before it is an immigration one.
Mexico’s two published documents are not equally current. The list of nationalities that require a visa is the one to work from; the older companion document that also carries a no-visa list is visibly out of date, and reading the second where you should have read the first is how people arrive at a confident wrong answer.
