Do Antiguan passport holders need a visa for Japan?

Yes. Antigua and Barbuda is not among the 74 countries and regions with a reciprocal visa exemption arrangement with Japan, so a visa has to be obtained before travelling. Barbados, which files at the same Japanese visa section, is on that list, which is why advice picked up around the Eastern Caribbean so often does not apply to an Antiguan passport.

One visa section, two different answers

The Visa Section of the Embassy of Japan in Trinidad and Tobago is accredited to serve applicants from Trinidad and Tobago, Antigua and Barbuda, Barbados, Grenada, the Commonwealth of Dominica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Guyana. An Antiguan applies there.

Apply for a Temporary Visitor visa for sightseeing and send a complete set of documents, because incomplete applications are declined rather than held. Fees are paid at collection rather than on submission, are revised each 1 April, and are waived for some nationalities, so ask for the current figure at the counter.

Do not file outside the jurisdiction. The embassy warns in terms that it may decline visa applications from areas it does not cover, and directs applicants elsewhere to the mission that processes visas for their area.

Two neighbouring islands, one visa section, opposite outcomes. Barbados sits on Japan’s exemption list and its nationals may visit for tourism, business, a conference or family visits for up to 90 days with no visa at all. Antigua and Barbuda is not on that list in any form, so the same trip needs an application, an appointment and a decision. The embassy that tells a Barbadian they need nothing is the one an Antiguan applies to.
The Barbadian exemption carries a condition worth knowing even though it is not yours. Japan grants it only to holders of a machine-readable passport complying with ICAO standards, and advises anyone still on a hand-written passport to obtain a visa in advance instead. It is a useful reminder that an entry on an exemption list is a rule with conditions rather than a promise, which is the part travellers reading a country list usually skip.
Only two Caribbean Community states are on the list, and neither is in the Eastern Caribbean chain. Japan’s Latin America and Caribbean column names the Bahamas, Barbados, the Dominican Republic and Suriname. Grenada, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Dominica and Antigua and Barbuda are all absent, which is why almost every neighbour you could ask is in the same position as you rather than a useful counter-example.
Ninety days is what the exemption would have been worth, and it is not what you get. Japan grants 90 days on landing to most exempt nationalities, but that figure belongs to the exemption rather than to the country, so it tells an Antiguan traveller nothing about the length of the visa they will be issued.
