Do Australian passport holders need a visa for Fiji?

A four-month holiday, or 21 days of business, both decided at the airport
Fiji’s immigration ministry lists the countries whose citizens need no visa to travel to Fiji, and Australia is on it. It adds a caveat that exempt travellers "will still need the relevant permits depending on the nature of their travel", which is the whole story of this page: the visa is waived, but what you may do is set by which permit you are on.
For a holiday, the visitor’s permit is issued on arrival and, in the ministry’s words, "The period issued may vary from several days up to a maximum of four months." It covers sightseeing, visiting Fijian friends and relatives, conferences and meetings, and transit, and it cannot be used to look for employment or to work. It can be extended while still valid.
For business, Australia is one of only four nationalities, with New Zealand, Singapore and the United States, that Fiji grants a Business Visitors Permit on arrival for 21 days without prior approval. It allows business, study, research, consultancy or work-related activities for those 21 days, and the ministry warns that "Working beyond the 21 days without a permit, may result in removal and denied future entry to Fiji."

- The 21-day business permit is a privilege four nationalities have and most do not. Fiji issues its Business Visitors Permit on arrival, without prior approval, only to nationals of Australia, New Zealand, Singapore and the United States. Every other visa-exempt nationality falls back on a narrower provision, section 9(3) of the Immigration Act 2003, which allows work, study or business for 14 days only and cannot be extended. So an Australian gets 21 days of permitted business activity where, say, an Indian or a Briton gets 14.
- Do not confuse the four-month tourist stay with the 21-day business window. The visitor’s permit can run up to four months, but it is a holiday permit: it explicitly cannot be used to work or look for work. The 21 days is the separate business allowance. A four-month stay does not buy you four months of permitted business activity, and working on the tourist permit is the kind of thing that ends in removal.
- Beyond 21 days of business you need a work permit, and the penalty for skipping it is not a fine. The ministry’s wording is that working beyond the 21 days without a permit may result in removal and denied future entry to Fiji. For a country most Australians return to, an entry ban is a steep price for stretching a business trip, so a project that will run longer is a work-permit application before you fly, not a problem to solve on the ground.
- The permit is granted at the border, so bring the evidence for it. Fiji issues the permit on arrival rather than in advance, which means the immigration officer, not a website, makes the decision. Carry a return or onward ticket, somewhere to stay, and, if you are travelling for business, something that shows the purpose. The exemption removes the visa, not the need to satisfy the officer that you fit the permit you are asking for.
