Yes, and in advance. Mali is one of only fifteen nationalities Mauritius requires to hold a visa before travelling rather than collect one at the airport. It is the odd one out in its own region, because most of West Africa gets a visa on arrival, so advice picked up from a neighbour does not hold for a Malian passport.
