Do Liberian passport holders need a visa for Indonesia?

Yes, and there is one requirement Liberians have that almost nobody else does. Indonesia publishes three subject lists: 19 entries for visa-free visits, 97 for visa on arrival, and a Calling Visa list of six. Liberia is absent from the first two and named on the third, alongside Afghanistan, Israel, North Korea, Nigeria and Somalia. The visit visa itself is applied for online like everyone else’s, but the guarantor exemption that covers ordinary applicants does not extend to nationals on that list, so a Liberian application needs an Indonesian sponsor behind it.

An account on the immigration service’s visa portal, since the application is lodged online rather than at a counter, together with three months of bank statements in the applicant’s or the guarantor’s name showing at least the equivalent of USD 2,000, and a recent colour photograph.
Time, and attention to the visa’s own shelf life. A visit visa is valid for 90 days from issue, and if it is not used within that period a new one has to be applied for.

The visa is ordinary, the guarantor requirement is not

Indonesia’s Directorate General of Immigration publishes its subject lists on a single page with four tabs. One holds the 19 entries whose nationals may make a visit without a visa. One holds the 97 entries eligible for a visa on arrival. One holds the Calling Visa list, which has six entries. The fourth lists the immigration checkpoints open to electronic visa-on-arrival holders.

Liberia appears only on the Calling Visa list. It is not on the visa-free list, which is mostly Indonesia’s ASEAN neighbours plus Suriname, Colombia, Hong Kong, Turkey, Brazil, Peru, Kazakhstan, Macau and Belarus. It is not on the visa-on-arrival list either, which runs to 97 entries and takes in most of Europe, the Americas and East Asia.

The practical consequence is not that the visa is a different document but that the conditions on it are different. Indonesia’s tourist visit visa is applied for online through the immigration service’s portal, and its own page says an applicant does not need a guarantor, with three exceptions: stateless applicants, holders of a travel document that is not a national passport, and nationals of the countries on that separate list. So a Liberian application follows the ordinary online route and needs an Indonesian guarantor behind it, which is the step to solve first rather than last.

Being on a six-entry list means almost nothing written about Indonesian visas is written about you. The visa-on-arrival arrangement covers 97 nationalities and the visa-free one covers 19, so between them they account for nearly every guide, forum answer and airline summary you will find. A Liberian passport is outside both. The specific risk is not misinformation so much as confident advice that happens to be about a different passport, which is the hardest kind to argue with at a check-in desk.
The guarantor is the part to solve first, because it is a person or a company in Indonesia rather than a form. Indonesia’s visit visa page groups nationals of the Calling Visa countries with stateless applicants and holders of non-national travel documents as the three cases where a guarantor is required. Everyone else applies without one. That makes the guarantor the gating item on a Liberian application: the online portal, the bank statements and the photograph are all straightforward once someone in Indonesia is standing behind the application, and none of them can substitute for that if nobody is.
Check the lists in Indonesian names, or you will find absences that are not there. The immigration service publishes these lists in Indonesian, so the United Kingdom appears as Inggris, China as Tiongkok, the Netherlands as Belanda, France as Perancis, Germany as Jerman, New Zealand as Selandia Baru and the United Arab Emirates as Uni Emirat Arab. Liberia is spelled the same, which makes your own line easy to confirm. It is when you are checking on behalf of a travelling companion that scanning for the English name produces a false answer.
A short list changes meaningfully when it changes, so read it rather than a summary. Six entries is small enough that a single addition or removal reshapes the picture, and the immigration service keeps all four lists on one page, which makes checking your own line a one-minute job. Any third-party summary of Indonesian visa policy is a snapshot of that page on the day it was written, and a page this short is exactly where a stale snapshot does the most damage.
The purpose of the trip matters more here than it would elsewhere. Indonesia does not issue one general visit visa: it codes them by purpose across a long list that separates tourism, business, medical treatment, short study, religious training, sports, performance, journalism and several kinds of inspection and after-sales work. When the route is already a considered one rather than an automatic one, applying under a category that does not match what you will actually do in the country is a needless complication.
