Do Romanian passport holders need a visa for Singapore?

No. Romanian citizens do not need a visa to visit Singapore. Romania is not on the ICA’s visa-required list, so you are issued a visit pass at the checkpoint for tourism, business meetings or family visits. The Romanian foreign ministry describes the allowance as 90 days, but the ICA’s position is that the electronic visit pass issued on arrival sets your actual stay, so check the e-Pass rather than assuming. The free SG Arrival Card must be submitted in the three days before you land, and your passport needs six months of validity; a Romanian identity card is not accepted.

Entry requirements
- A Romanian passport, electronic or temporary, valid for at least six months. The ICA counts from arrival; the Romanian MAE says to count from the date you leave Singapore, so plan for the stricter reading.
- An SG Arrival Card submitted online in the three days before arrival, including the day of arrival. It is free on the ICA site or the MyICA app.
- Proof of onward or return travel, and enough cash or cards for the stay.
- An address in Singapore, or the details of the person you are staying with.
What happens on arrival
Submit the SG Arrival Card no earlier than three days before you land. For a Saturday arrival that means from Thursday onward. Earlier submissions are rejected, so it cannot be done when you book.
At the checkpoint the officer issues an electronic visit pass rather than a stamp. The e-Pass, sent by email and retrievable on the ICA portal, states the last day you may stay. That date is the rule.
Singapore fingerprints all foreign visitors on entry and exit (the BioScreen system the MAE notes in its advice), so allow a few extra minutes at the counter.
If you need longer, apply for an extension through the ICA e-Service before the pass expires. It is discretionary, not automatic.
Good to know
- Romania’s Schengen accession changed nothing for this trip. Joining the Schengen area for air and sea borders in March 2024 and for land borders in January 2025 altered how Romanians move inside Europe, not how Singapore treats them. Romanian passport holders were already visa-exempt for Singapore, and the ICA list is drawn up by nationality, not by Schengen membership. If you are searching because you assumed the rules shifted, they did not.
- The two governments describe the stay differently, and only one of them runs the border. The Romanian MAE’s travel conditions say 90 days, accumulable within a 180-day window before a fresh 90 can be granted. The ICA says the period is whatever the visit pass issued at the checkpoint states. For most Romanian tourists the two agree in practice, but treat the MAE figure as a ceiling and the e-Pass as the number you are bound by. A shorter pass is not an error to argue about at the counter.
- Leave the carte de identitate at home as a travel document. Romanians now cross most European borders without a passport, and the ICA’s six-month validity rule catches people whose passport sat in a drawer while the ID card did the travelling. Check the passport expiry before booking, not before leaving.
- Romania has a resident embassy in Singapore, which matters if your passport is lost or stolen mid-trip: a replacement travel document can be handled locally rather than through a mission in Bangkok or Jakarta. Singapore is also unusually severe on drugs, with the death penalty for trafficking, which the MAE advice flags specifically.
- Romania’s long-haul connections to Singapore run through a Gulf or European hub, and the transit country answers its own question. Singapore imposes nothing on a Romanian in transit, but the layover airport might, so check the connection separately rather than assuming the destination’s rule covers it.
- A pasaport simplu temporar is accepted, but its 12-month validity collides with Singapore’s six-month rule. The Romanian passport directorate issues the temporary booklet for a year, so one that is more than six months old already fails the ICA check at the airline desk, and the DGP does not issue it for tourism in any case. Book on an electronic passport, or apply for one before the trip rather than after.
- Vapes are illegal in Singapore and Changi runs checks on arriving passengers. The ICA tells anyone carrying an e-cigarette to go through the Red Channel after baggage collection, declare it and drop it in the disposal bin, which avoids the fine; being found with one instead means a fine of up to S$2,000 and, for a foreigner who is convicted, deportation and a re-entry bar. Leave it in Bucharest or bin it at the connecting airport.
Frequently asked questions
Do Romanian citizens need a visa for Singapore?
No. Romania is not on the ICA’s visa-required list, so Romanian passport holders enter without a visa and are issued a visit pass on arrival.
How long can Romanians stay in Singapore without a visa?
The visit pass issued at the checkpoint decides it. The Romanian MAE quotes 90 days, accumulable over 180 days, but the ICA treats the e-Pass date as the binding one, so check what you were given.
Did Romania joining Schengen change the Singapore visa rules?
No. Singapore’s exemption list is by nationality and Romania was already on the visa-free side of it. Schengen membership in 2024 and 2025 affected travel within Europe only.
Can I enter Singapore with a Romanian identity card?
No. Singapore requires a passport with at least six months of validity. The carte de identitate only works for travel inside the EU and a few neighbouring countries.
Is the SG Arrival Card mandatory for Romanians?
Yes. It is a free electronic arrival and health declaration, not a visa, submitted on the ICA site or MyICA app within three days before arrival. Third-party sites charging for it are not endorsed by the ICA.
Can Romanians work in Singapore on the visa-free entry?
No. The visit pass covers tourism, meetings and visits. Employment needs a work pass arranged with Singapore’s Ministry of Manpower before you start, as the Romanian MAE advice also states.
Is there a Romanian embassy in Singapore?
Yes. Romania maintains an embassy in Singapore, which handles consular help including lost or stolen passports during a visit.
Can a Romanian child travel to Singapore with only one parent?
Singapore does not ask for it, but Romania does at exit. A minor leaving with one parent needs the other parent’s declaratie notariala, authenticated by a Romanian notary and valid for three years, or a court order or death certificate in its place; with grandparents or a group, both parents sign one that names the escort and the destination. Romanian border police check it at Otopeni before you ever see Changi.
The e-Pass gave me fewer days than I need. How do I extend it?
Apply online through the ICA e-Service once the pass has 14 days or less left; counters do not take walk-ins. Processing takes about five working days and the length granted is ICA’s call. It is free unless the extension takes your total stay to 90 days or more from entry, when a S$40 fee applies.
