Yes. Bangladeshi passport holders need an entry visa for Singapore, and you cannot apply for it yourself. The application goes through one of the Singapore High Commission’s authorised visa agents in Dhaka, or online through a local contact or strategic partner in Singapore. The ICA processing fee is 30 Singapore dollars, and a Singapore citizen or permanent resident has to sign a letter of introduction for you.

How to apply
Decide which route you are using. If you know a Singapore citizen or permanent resident with a Singpass account, they can lodge the application for you through ICA’s e-Service as your local contact. Otherwise the High Commission in Dhaka requires applications to be submitted online through one of its authorised visa agents; it does not take walk-in applications.
Gather the documents: a photocopy of the passport biodata page, Form 14A, a recent photograph and the V39A letter of introduction. The agent or local contact uploads them and pays the 30 dollar ICA fee by Visa or MasterCard. Agents in Dhaka charge their own service fee on top, in taka.
Allow time. ICA states three working days, excluding the day of submission, and warns that some applications take longer. The Dhaka High Commission puts the figure for agent-lodged applications at least five working days. A request for more documents restarts the wait rather than pausing it.
Good to know
- The letter of introduction is the step that catches people out. Form V39A has to be signed by a Singapore citizen or permanent resident who is at least 21, and without one a tourist application has nothing to stand on. Travellers with no contact in Singapore are depending on an authorised agent to supply a strategic-partner route, so ask the agent how the introduction is being covered before paying.
- The visa and the stay are two different things. ICA is explicit that the period of stay is not tied to the validity of the visa; it is whatever the officer grants on the electronic visit pass at the checkpoint. A visa that is valid for weeks does not mean weeks in Singapore, so check the e-Pass you are issued.
- Holding the visa does not guarantee entry. The High Commission states that a Singapore visa is not an immigration pass and that admission is decided by ICA officers at the point of entry. Carry your return ticket, hotel booking and evidence of funds in hand luggage, not in the hold.
- The 30 dollar fee is non-refundable even if the application is refused, and it is separate from the agent’s charge, which the High Commission does not regulate or publish. Compare agents on their fee, not on promises about approval, which no agent controls.
