Yes for an ordinary passport, and the route depends on a document from somewhere else entirely. Bangladeshi ordinary passport holders need a visa, and the online option opens only if you already hold a valid Schengen, United States, United Kingdom or Ireland visa or residence permit. Diplomatic and official or service passports are exempt for 90 days, so the same nationality gets opposite answers.

Which passport you hold changes the answer completely

The Turkish foreign ministry exempts Bangladeshi nationals holding diplomatic and official or service passports from visas for travel of up to 90 days. For those travellers there is nothing to arrange.

Ordinary passport holders are required to have a visa, with no exemption and nothing available on arrival. The ministry then names one online route: holders with a valid Schengen, United States, United Kingdom or Ireland visa or residence permit may get single entry e-Visas valid for one month through www.evisa.gov.tr, provided they meet certain conditions, which the page does not list.

If you hold none of those documents, the online route is closed and the application goes to a Turkish diplomatic or consular mission. That is an appointment and a file rather than a form, so it is the case to start earliest.

Good to know

The e-Visa is gated on a document issued by a country you are not travelling to, which is the part worth planning around. Türkiye is not asking whether you have been to Türkiye before; it is asking whether Schengen, the United States, the United Kingdom or Ireland has already assessed you. So the practical route to a quick Turkish visa runs through an application to somewhere else entirely, and anyone who already holds one of those should check its expiry before booking, because the ministry says valid without saying valid when. The reading that cannot go wrong is that it should still be valid on the day you arrive. What form that document has to take is a second open question: the ministry says a visa or residence permit without saying whether a purely digital one counts, which matters now that some countries have moved to electronic visas with no sticker. Its e-Visa website does not serve its own FAQ to anything but a browser, so we could not check. Confirm the point with a Turkish mission before booking if your supporting document exists only as a digital record.
The gap between document classes is the thing to plan around. A Bangladeshi diplomatic or service passport is exempt for 90 days with nothing to arrange. Two general requirements attach to anyone applying for a Turkish visa, and both land on ordinary Bangladeshi passport holders rather than on the exempt classes. The ministry states that all applicants are required to have medical insurance valid during their stay, and that any applicant under the age of 18 must submit official written approvals from both parents, with provision for divorced or deceased parents on proof. Neither is asked of a traveller who is exempt from the visa in the first place, which is another way the two document classes diverge.
