Do Nepali passport holders need a visa for Turkey?

Yes, and which route you use decides how long you get. A Nepali passport holder who already has a valid Schengen, United States, United Kingdom or Ireland visa or residence permit can apply online for a one-month e-Visa. Without one of those, the only route is a Turkish mission, and the ministry says an ordinary passport gets 15 days there. The online option is twice as long as the consular one.

The online route is the longer one, which is backwards

The Turkish foreign ministry requires a visa of Nepali ordinary and official passport holders alike. There is no exemption to fall back on and nothing is issued on arrival, so this has to be settled before you fly.

At a Turkish diplomatic or consular mission the ministry states that official passport holders can get one month period visas and ordinary passport holders can get 15 day period visas. The document you hold, not the trip you are taking, sets the length.

Online, the ministry says Nepalese passport holders with a valid Schengen or United States, United Kingdom or Ireland visa or residence permit may get single entry e-Visas valid for one month, provided they meet certain conditions. So the same ordinary passport that is worth 15 days at a consulate is worth a month through the website, if the third-country document is there to unlock it.

The route that is usually the slower and more generous one is here the shorter one, and it is worth pausing on before you queue for an appointment. Most countries treat a consular application as the full-service option and an online authorisation as the quick, limited version. Türkiye does the opposite for Nepal: 15 days from a mission on an ordinary passport, one month through the website. If you hold a qualifying Schengen, US, UK or Irish visa or permit, applying online is not the compromise it usually is. One thing does pull the other way, and it is in the same sentence of the ministry’s text: the e-Visa is single entry. A trip that leaves Türkiye and comes back, for the Balkans or the Caucasus in the middle of it, is not covered by one, and that is the case where a mission is worth the appointment despite the shorter stay it names.
The third-country visa is doing the real work, so its own dates matter as much as your travel dates. The e-Visa exists only for Nepali applicants who hold a valid Schengen, United States, United Kingdom or Ireland visa or residence permit, and the ministry adds that certain conditions must be met without listing them on this page. What it does not say is whether valid means valid on the day you apply or on the day you arrive in Türkiye. The reading that cannot go wrong is that it should still be valid when you land, so a permit expiring mid-trip is worth resolving before you book.
Your passport type changes the answer even at the same counter. The ministry gives official passport holders one month at a mission and ordinary passport holders 15 days at the same mission. Nepali delegations often travel with a mix of document types, and two colleagues applying together on the same day for the same trip can be issued visas of different lengths. Plan the itinerary around the shortest one in the group rather than assuming the trip length everyone was told.
Fifteen days is short enough that the passport validity rule bites differently. Türkiye asks for a travel document valid at least 60 days beyond the duration of stay. For a one-month e-Visa that is 90 days of validity at entry; for a 15-day consular visa it is 75. Both are well under the six months many people assume is universal, so a passport that looks close to expiry may still be fine for this trip. Check the sum rather than the rule of thumb, because the rule of thumb is wrong in the direction that costs you a trip you could have taken.
