Yes, and you have three ways to get one, which is unusual. A Dominican ordinary passport holder can apply online for a three-month multiple-entry e-Visa, apply at a Turkish mission, or buy the same three-month multiple-entry visa on arrival at the port of entry. Only three nationalities on the whole table still have that third option.

The choice between them is mostly about cost and certainty rather than about what you end up holding. The ministry states on the same page that fees for e-Visas obtained through the website are lower than fees for visas obtained on arrival at Turkish airports.

So the arrival route is best understood as the fallback for a trip decided too late to apply, not as the default, and treating it as the default costs money for nothing.

One more line there is worth reading if it applies to you: holding two passports does not buy two allowances, because the ministry says it is not possible to stay 90 days on each of two different passports within the last 180 days.
