Do Lebanese passport holders need a visa for Turkey?

No. Lebanese official and ordinary passport holders are exempt from visas for touristic travel and transit, up to 90 days. Two details are worth having before you book: the exemption is written for tourism and transit rather than for travel generally, and the ministry describes the window two different ways in two of its own documents.

Entry requirements

A Lebanese ordinary or official passport valid for at least 60 days beyond the duration of stay, which for a 90-day exemption means 150 days of validity at entry.

Exempt for tourism and transit, and the clock is described twice

The Turkish foreign ministry exempts Lebanese official and ordinary passport holders from visas for travels with touristic purposes and transit to or from Türkiye, up to 90 days within six months, starting from the first entry date. Diplomatic and official passport holders appointed to missions accredited in Türkiye are exempt for the period of their assignment, which is a separate arrangement tied to the posting rather than to the trip.

The ministry then names a third group that most visa pages never mention. Truck and bus drivers and co-drivers, and crew members of civil airplanes, trains and ships engaged in the international transport of goods and passengers, are exempt on the same terms, for travel and transit to or from Türkiye.

Passport validity follows the general statute. Article 7.1b of the Law on Foreigners and International Protection, no. 6458, asks for a travel document valid at least 60 days beyond the duration of stay, which the ministry works out as 150 days for a 90-day allowance. An ordinary Lebanese passport is in none of the three categories the ministry exempts from that article, though the third of them, holders of diplomatic, special and official passports, does cover a Lebanese official or diplomatic one.

Good to know

The ministry describes your clock in two different ways, and it says which one binds. The Lebanon entry gives 90 days within six months starting from the first entry date, which is an anchored window: it begins when you first arrive and runs from there. The ministry’s general visa guidance instead says the length of stay from a visa or a visa exemption cannot exceed 90 days within each 180 days, and that this regulation is binding for all foreigners travelling to Türkiye. Those are not the same shape. A rolling window keeps looking back from today; an anchored one resets when its six months are up. Plan on the rolling one, because that is the version the ministry calls binding on everyone, and confirm with a Turkish mission before relying on the more generous reading.
Lebanon is not alone in this wording, so it is a drafting family rather than a quirk of one entry. Reading the country entries and checking what each six-month phrase actually governs, the stay window is expressed in months for Albania, Estonia, Jordan, Kosovo, Lebanon, Montenegro, Paraguay, Qatar, Serbia and Venezuela, and for the official-passport half of the Djibouti, Libya and Slovenia entries. It is worth checking what the phrase is attached to before counting an entry in: Mozambique reads six months too, but there it is the passport validity requirement and its stay window is 180 days. If you have compared notes with someone from one of those countries, you have both read the same older wording rather than confirmed it against the general rule.
The exemption names its purposes, which is narrower than the wording many nationalities get. Lebanon’s entry covers travels with touristic purposes and transit to or from Türkiye. Several other entries on the same page simply say travels, without qualification. What the ministry does say plainly elsewhere is that purposes beyond tourism or trade, naming work and study, are handled by Turkish embassies and consulates. So the line worth drawing is not between a holiday and a meeting; it is between visiting and working. Paid work, a posting, study, or going out to install or repair something on site are the cases to settle with a mission before travelling, whatever the exemption says about tourism.
Transport crew have their own line, and it is easy to miss because it sits at the end of the entry. Truck and bus drivers and co-drivers, and crew of civil airplanes, trains and ships engaged in international transport of goods and passengers, are exempt for travel and transit on the same 90-day terms. That is a working exemption rather than a tourist one, and it matters on a route where road freight between Lebanon and Türkiye is ordinary. Anyone crossing in that capacity is reading the wrong sentence if they are reading the tourist one.
