Do Hong Kong passport holders need a visa for Turkey?

It depends entirely on which document you travel on, and Hong Kong issues three that Türkiye treats differently. A Hong Kong SAR passport is exempt from visas for up to 90 days. A British National (Overseas) passport needs a visa, but gets a three-month multiple-entry e-Visa online. A Document of Identity has no online route at all and has to go through a Turkish mission.

A Hong Kong SAR passport, ordinary or official, if you hold one. That is the document the visa exemption is written against.
For a British National (Overseas) passport, an e-Visa obtained in advance through www.evisa.gov.tr, issued for three months with multiple entries.
For a Document of Identity for Visa Purposes, a visa obtained from a Turkish diplomatic or consular mission abroad. The ministry names no online option.
Medical insurance valid for the duration of the stay, which the ministry’s general visa guidance requires of all applicants.

Three documents, three different journeys

The Turkish foreign ministry writes its Hong Kong entry by document rather than by nationality. Ordinary and official holders of the Hong Kong Special Administrative Region passport are exempt from visas for travel of up to 90 days, with nothing to arrange in advance.

Hong Kong citizens holding a British National (Overseas) passport are subject to visa, and the ministry says they can obtain three-month multiple-entry e-Visas through www.evisa.gov.tr. That is a more generous e-Visa than most visa-required nationalities are offered, many of whom get 30 days and a single entry, and it comes without the third-country visa condition attached to those.

Holders of the Document of Identity for Visa Purposes, Hong Kong, must get their visas from Turkish diplomatic or consular missions abroad. No website, no e-Visa, and an appointment rather than a form.

Good to know

The hardest route belongs to the document with the fewest alternatives, which is worth planning around rather than discovering late. A Document of Identity is what you travel on when a passport is not available to you, and it is the one Hong Kong document Türkiye gives no online option to at all. That means an appointment at a Turkish mission, a physical application and a wait, for the traveller least able to fall back on a second document. If this is you, start the process weeks earlier than anyone else on the same trip would need to.
The BN(O) e-Visa is better than the e-Visa most visa-required travellers are offered, which is the opposite of what people expect. The ministry gives BN(O) holders three months with multiple entries. Compare that with the conditional 30-day single-entry e-Visas issued to nationalities such as Egypt, Nepal or Palestine, each of which also requires a valid Schengen, US, UK or Irish visa before you may even apply. Nothing of that kind is attached here. So a BN(O) holder reading generic advice about how restrictive Turkish e-Visas are is reading about someone else’s situation.
The ministry contradicts itself about BN(O) across two of its own entries, and the cheaper reading is the one to test first. This Hong Kong entry says BN(O) holders can obtain e-Visas through the website. Its United Kingdom entry says holders of British National (Overseas), British Subject and British Protected Person passports can only get their visas from Turkish diplomatic or consular missions abroad. Both cannot be the whole rule. The website costs nothing to try and settles the question in minutes, so try it before booking an appointment, and keep the mission route as the fallback rather than the starting point.
If you hold both an SAR passport and a BN(O), the SAR passport is the one to travel on, and the reason is on this page rather than in anyone’s opinion. One is exempt from the visa requirement; the other needs an e-Visa applied for and paid for in advance. There is nothing the BN(O) gets you here that the SAR passport does not, so the choice costs a fee and an application for no gain. Two more conditions apply whichever you use. Passport validity is the duration of stay plus 60 days, so a 90-day exemption wants 150 days of validity at entry. And the e-Visa is valid only when the purpose of travel is tourism or commerce; the ministry sends work and study to Turkish embassies and consulates instead.
Ninety days is the ceiling however you got in, and it is counted against a rolling window. The ministry’s general visa guidance states that the length of stay provided by a visa or a visa exemption cannot exceed 90 days within each 180 days, and that this is binding for all foreigners travelling to Türkiye. So the SAR passport’s exemption and the BN(O)’s three-month multiple-entry visa land in the same place: the visa lets you come and go inside its window, and the 90 days is what limits how much of that window you can spend in the country. The same guidance adds that a second passport does not buy a second allowance.
